APFA Base Representation Roles
Base President
Representation
- Represents the base membership at APFA Conventions and Board of Directors meetings
- Acts as the base representative for investigations, grievances, and general APFA operations
- Maintains communication between base members and the APFA
- File individual, group, and base Notice of Disputes (NODs / grievances)
- Represents members at meetings with management regarding:
- Attendance
- Performance
- Investigations: Human Resources, Ethics Point, Drug/Alcohol, Reasonable Suspicion, Social Media, Corporate Security, Travel Allegations
- Conducts new member base orientation and attends off-probation meeting
Administrative/Base Communications
- Maintains the base office (if applicable)
- Supervises all APFA activities at the base
- Conducts base meetings / base town halls
- Disseminates information to the base via APFA Base Brief Hotlines
- Analyzes staffing/bid sheets and participates in allocation calls
- Updates and maintains APFA bulletin boards monthly (if applicable)
- Ensures that base council rosters are current
- Provides quarterly reports to the Executive Committee
- Participate in weekly Board calls with APFA National Officers
- Conducts base trainings for members and representatives as needed
- Coordinates with APFA Government Affairs to advocate for local legislation changes that affect members
Council Leadership
- Organizes and establishes local base committees, as needed, unless otherwise directed by the Board of Directors
- Calls and conducts Base Council meetings to inform members of APFA actions
- Appoints additional individuals to assist the Base Council
Leadership Transitions
- Organizes and assists with the transition of responsibilities to the incoming Base President
- Provides all necessary documentation and assists the new Base President during their onboarding period
Base Vice President
Support Role
- Assists the Base President in performing all duties and discharging responsibilities
- Acts in the full capacity of the Base President in their absence or vacancy
- Ensures regular communication with Base Presidents, Executive Committees, and National Officers
- Represents members at meetings with management regarding:
- Attendance
- Performance
- Investigations: Human Resources, Ethics Point, Drug/Alcohol, Reasonable Suspicion, Social Media, Corporate Security, Travel Allegations
- Actively participates in Base Council meetings, helping to resolve issues, report on inquiries, and support the council’s actions
Transition
- Coordinates with the incoming Base Vice President during a three-day transition period before taking office
Base Council Representative (BCR)
Support Role
- Assists the Base President and Vice President in carrying out their duties
- Coordinates with the Base President to investigate and file grievances
- May provide specialized expertise in various areas such as safety, health, scheduling, grievance handling, contract interpretation, professional standards, uniforms, and hotels
Council Participation
- Actively participates in Base Council meetings, offering expertise on grievances and operational issues
Training
- Completes an orientation program required for serving as a BCR in any national department
